Mobile Home Leveling in Pharr, TX

Pharr is the closest city we cover, nine miles straight down US 281 from Edinburg, about fourteen minutes, to the interchange where I-69C meets I-2 and US 83. Incorporated in 1916 and named for the sugar planter Henry Newton Pharr, it counted 79,715 people in 2020 and carries the Pharr-Reynosa International Bridge at its south end. Relevels run $450 to $800 for singlewides and $750 to $1,400 for doublewides, level checks are free, and the price is written at the home.

Where the homes are

Pharr’s manufactured housing splits between the Winter Texan resorts on the south side and owned-lot homes in the neighborhoods and the county fringe. Paradise Resort Estates on East Hall Acres Road is a 55+ community of manufactured homes and park models; Winter Haven MH Village on West Sam Houston is a manufactured home community; Tip O Texas RV Resort on East Sioux Road, Texas Trails on West Owassa Road, and Tropic Star on South Cage Boulevard are the RV resorts where park models sit alongside. Cage Boulevard is US 281 south of the expressway, and the parks along it are on the clay.

The townsite itself dates from 1916, and the older streets carry pier-and-beam houses on wood beams and concrete piers that move on the same ground. That is house leveling, a separate job at separate prices, and we do it.

What the ground does here

Pharr is where the county’s soil flips. North of the expressway the NRCS map still reads Hidalgo sandy clay loam, the well drained upland soil under Edinburg and north McAllen. South of town it reads Harlingen clay, and the series description is worth quoting: 60 to 75 percent clay, very slow permeability, slickensides starting 20 to 30 inches down, and “cracks remain open from 150 to 210 cumulative days in most years.”

That is a shrink-swell soil, and it moves a pier in two directions. September is the wettest month in the McAllen normals at 4.61 inches, and when Harlingen clay takes that water it swells and lifts the piers on the side that got wet. August’s normal high is 99.6 degrees, and when the clay dries it shrinks, cracks open, and the same piers drop. A home on Harlingen clay is not settling so much as breathing, and it shows up as doors that stuck last spring sticking on the other side this fall, and on a doublewide as a marriage line that opens and closes with the season. The interval is shorter on clay than on the loam ten minutes north, and the honest mitigation is moisture control around the perimeter as much as it is a relevel.

What we do in Pharr

Mobile home leveling. Every pier shot with a water level, the frame lifted on twenty-ton jacks carried by cribbing, low piers reshimmed inside the one-inch limit in the Texas rules or rebuilt where they have moved past it, the whole frame re-shot.

Pier and pad repair. On Harlingen clay the fix is usually a larger footing on a pier that keeps moving, sized to the soil’s bearing capacity as 10 TAC 80.23 requires, not a taller stack of blocks. $75 to $150 to reset, $150 to $400 to rebuild.

Tie-downs and anchors. Hidalgo County is Wind Zone I; the Texas table in 10 TAC 80.24 still governs spacing, and anchors in clay that cracked open all summer need probing. Re-tensioning comes with every relevel; a full retrofit runs $600 to $3,500. The Texas tie-down page has the table.

Winter Texans
