Mobile Home Leveling Questions, Answered for Hidalgo County

The short version: a manufactured home relevel costs $450 to $800 for a singlewide and $750 to $1,400 for a doublewide, a pier-and-beam house relevel starts at $1,500, it is needed every few years on this ground and sooner on the delta clay, Texas law requires a licensed installer to do the manufactured home work, and the level check that tells you what your home needs is free.
Two things confuse people here. The first is the name: the Valley trade calls itself house leveling, and half the calls are for site-built pier-and-beam houses rather than manufactured homes. Both go out of level on the same clay, but they are different jobs with different prices, and the answers below say which is which. The second is the wind zone: Hidalgo County is HUD Wind Zone I, not the 100 mph Zone II that starts at Cameron and Willacy, and the anchoring rules that apply are the Zone I rules in the Texas installation standard.

What is house leveling, and is it what I need?
House leveling is what the Valley calls releveling a site-built pier-and-beam house, the older wood-floor homes on concrete or block piers with a crawl space. It involves jacking the beams, shimming or replacing piers, and often sistering joists, and it runs $1,500 to $4,500 for a typical house. If your home is a manufactured home on a steel chassis, you need a mobile home relevel instead, which is licensed installation work in Texas and costs $450 to $1,400. How often does a Hidalgo County mobile home need releveling?
Every three to five years is normal on the well drained Hidalgo loam under Edinburg, north McAllen, and Mission. On the shrink-swell Harlingen, Mercedes, Raymondville, and Runn clays south of Business 83 toward Pharr, San Juan, Alamo, Donna, and Weslaco, it can be sooner, because those piers heave in a wet September and drop through a dry summer. A compacted pad with good drainage lengthens it. It is maintenance, not a defect in your home.
What are the signs my home has settled?
Doors that rub or will not latch, windows that bind, floors that slope or bounce, cracks opening above doorways, skirting that buckles, and on a doublewide a gap along the marriage line at the ceiling or floor. If a marble rolls on its own, the piers have moved.
Can I level my own mobile home in Texas?
Section 1201.101(d) of the Texas Occupations Code says a person may not act as an installer without an installer's licence, and section 1201.003(13) defines installation to include supporting, blocking, leveling, securing, and anchoring. The rules at 10 TAC 80.21 say new and used homes shall be installed by a licensed installer. Beyond the law, a home held only by a jack with no cribbing is how people get killed.
Are your crews licensed?
Yes. All manufactured home work arranged through us is performed by installers licensed through the Texas Department of Housing and Community Affairs, bonded for the $25,000 the statute requires, and insured. We do not print licence numbers on the site. Ask the crew for theirs and verify it on the TDHCA MHweb licence lookup before they touch the home.
Does a relevel need a permit in Edinburg or Hidalgo County?
Whether a stand-alone relevel or anchor replacement on an existing home needs a local permit is a question for the City of Edinburg Building Safety Department at 415 W University Dr, or, outside city limits, the Hidalgo County Planning Department at 2818 S. Business Hwy 281. Section 1201.008(d) of the Occupations Code limits what a local government may require in permits, fees, or bonds for installation work by a licensed installer. Why does the ground under my home keep moving?
Because much of the Valley is clay, not sand. NRCS maps the Harlingen and Mercedes clays at 45 to 75 percent clay with very slow permeability, and the Harlingen series keeps its cracks open 150 to 210 days a year. Clay swells when it takes water and shrinks when it dries, so a pier on it rises and falls with the season. McAllen's normals put 56 percent of the year's 24.17 inches of rain in June through October, with September the wettest month, right after an August that normals 99.6 degrees. That swing is the engine.
My home is on the loam north of town. Does it settle differently?
Yes, and more gently. The Hidalgo sandy clay loam that covers most of the county around Edinburg and north McAllen is well drained with a shrink-swell rating about a quarter of the delta clays'. Piers there mostly settle the ordinary way, a little each wet season and faster under a downspout, and the interval between relevels is at the long end.
What wind zone is Hidalgo County in?
HUD Wind Zone I. The federal standard at 24 CFR 3280.305 lists the Texas Wind Zone II counties by name, coastal counties such as Cameron, Willacy, Kenedy, Kleberg, and Nueces, and places every other county in Zone I. Section 1201.256 of the Texas Occupations Code says the same. Hidalgo is Zone I; the 100 mph zone begins at the Cameron and Willacy county lines.
If we are Zone I, why bother with anchors?
Because the storms do not read the map. Dolly in 2008 gusted 71 mph at Weslaco Airport and 60 at Edinburg; Hanna in 2020 gusted 60 mph at McAllen and left dozens of colonia buildings uninhabitable. A Zone I anchor system is designed for that load, but only in tension, and straps go slack every time the home moves on the clay. The Texas standard also says a Zone II home may be installed in a Zone I county, so a home built for the coast is never over-anchored here.
How long does a relevel take?
A singlewide takes three to five hours and a doublewide six to eight. You can stay home. Standing water under the home, very low clearance, or multiple pier rebuilds can push into a second day, and the survey will say so ahead of time. A pier-and-beam house is usually one to two days.
Does leveling crack my drywall?
Not when it is done in small increments across several jack stations so the frame returns to plane as a unit. Cranking one point far out of plane is what cracks drywall and pops trim. A home that has been badly out of level for years may have existing cracks close up or shift slightly as it comes back true; the crew will point those out before lifting.
What is included in a relevel?
The water-level survey, the lift on cribbing, new hardwood shims driven from both sides of the beam, replacement of crushed caps where needed, re-shooting the whole frame, closing the marriage line on a doublewide, re-tensioning anchor straps, and putting the skirting back. Pier rebuilds, new anchors, vapor barrier work, and skirting replacement are quoted separately so you can see them.
Will the park or my lender accept your inspection?
Our pre-sale leveling inspection is a written level, support, and tie-down report from a licensed installer, and parks and buyers in Hidalgo County use it routinely. FHA and VA financing separately require an engineer's foundation certification; our report gets the fixable problems fixed before that engineer arrives. Remember that a sale also means applying for a new Statement of Ownership from TDHCA within 60 days.
